वित्त मंत्री ने अपने बजट भाषण में कहा, ‘साल 1929 के बाद शारदा अधिनियम में संशोधन करते हुए 1978 में महिलाओं के विवाह की आयु सीमा बढ़ाकर 15 से बढ़ाकर 18 साल की गई थी। जैसेजैसे भारत आगे बढ़ रहा है, वैसेवैसे महिलाओं के लिए शिक्षा और करियर में आगे बढ़ने के अवसर भी बन रहे हैं। महिला मृत्युदर में कमी लाना और पोषण के स्तरों में सुधार लाना जरूरी है। मां बनने वाली लड़की की उम्र से जुड़े पूरे मुद्दे को इस नजरिए ये साथ देखना जरूरी है। मैं एक टास्क फोर्स नियुक्त करने का प्रस्ताव देती हूं, जो छह महीने में अपनी रिपोर्ट देगी।इसके बाद से इस बात को लेकर चर्चा तेज हो गई है कि लड़की की शादी की उम्र कितनी होनी चाहिए।

सेंटर फॉर सोशल रिसर्च की डायरेक्टर डॉक्टर रंजना कुमारी ने लड़कियों की शादी की उम्र पर पुनर्विचार के लिए कोर्ट में याचिका डाली है। इस मसले पर पर बात करने पर वह कहती हैं, ‘हम लोगों ने कोर्ट में इस बारे में याचिका डाली थी, जिसकी कॉपी हमने उनके (वित्त मंत्री) पास भी भेजी। हम लोगों ने इस याचिका में कहा है कि लड़की की शादी की उम्र 18 साल और लड़के की उम्र 21 साल रहने का कोई कारण नहीं है। कई लोग मानते हैं कि लड़की जल्दी मैच्योर हो जाती है, जबकि लड़का देर से मैच्योर होता है। लेकिन ये चीजें वैज्ञानिक आधार पर साबित नहीं हैं। यह एक तरह की सामाजिक धारणा है। यह भी जरूरी नहीं है कि लड़की छोटी ही हो। दुनियाभर में ऐसे तमाम विवाह हो रहे हैं, जिनमें लड़कियां बड़ी हैं। खासतौर से पश्चिमी देशों में तो 90 प्रतिशत शादियों में लड़कियां बड़ी होती हैं। हमारे यहां भी इन चीजों को बदलना चाहिए। मगर लड़के की उम्र कम करने का सवाल ही नहीं है, तो हमारी मांग यह है कि दोनों की उम्र 21 साल होनी चाहिए। अगर दोनों कमाने लायक हो जाएंगे, तो आर्थिक स्थिति भी अच्छी होगी और अर्थव्यवस्था भी। उम्र बढ़ने से लड़की के पास समय होगा पूरी पढ़ाई करने का। अमूमन 21 साल तक बच्ची ग्रेजुएट हो जाएगी, फिर नौकरी करने के अवसर भी मिलेंगे। उम्र बढ़ जाएगी, तो वह शिक्षित और हेल्दी होंगी।वहीं लड़कियों के स्वास्थ्य के नजरिए से रंजना कहती हैं, ‘लड़की की शादी की उम्र बढ़ाने का फायदा यह भी होगा कि बच्चों का लालनपालन कम उम्र की लड़कियां कर नहीं पाती हैं और इस वजह से हमारी शिशु मृत्यु दर ज्यादा है। अपरिपक्व (इम्मैच्योर) शरीर से बच्चा इतना मजबूत नहीं पैदा होता। तो नैचुरली बच्चे की हेल्थ का भी एक पहलू है कि वह स्वस्थ नहीं रहता है।

The surrogate was due to deliver by March-end. “Sheeba’s mother fell ill and the surrogate went into labour on March 17. By the time Sheeba’s mother recovered, the lockdown was announced. We’ve sent them photographs of the baby. We give them daily updates about the baby’s health,” said the doctor.

Dr. Shivani Sachdev Gour, fertility expert and founder-director of SCI IVF Hospital in New Delhi, says that four babies were born through surrogacy at the centre in the past two weeks. “While two couples were able to come and get the children as they live in Delhi, two others have not yet seen their babies,” says Dr Sachdev. “One of the couples is from UP and have had a girl after trying for 14 years. The other, from Rajasthan, has had a boy. Though we gave them letters from the hospital, they are unable to come as the areas they live in have been sealed off.”
